When is the right time?

Ideally before final CAD freeze or RFQ. Even after difficult T0/T1 trials, a structured review can still recover many issues.

What data is enough for an initial review?

CAD, drawing, material idea, volume, application environment and known quality requirements are usually enough for an initial scope.
